<P>IHS OIT objectives are as follows: </P> <P></P> <UL> <LI>Provides Chief Information Officer (CIO) services and advises the Director, IHS, on all aspects of information resource management and technology ensuring Agency compliance with related Federal laws, regulations, and policies; <LI>Directs the development, implementation, and maintenance of policies, procedures, standards, and architecture for information resource management, technology activities, and services in the IHS; <LI>Directs strategic planning and budgeting processes for information resources and technology; <LI>Leads IHS efforts in the development and implementation of information resource and technology management initiatives in IHS; <LI>Directs the design, development, acquisition, implementation, and support of information systems and services used in the IHS; <LI>Directs the activities of the IHS Information Technology Investment Review Board in assessing, implementing, and reviewing the Agency's information systems; <LI>Contracts for information resource and technology-related software, equipment and support services in collaboration with appropriate acquisition authorities; <LI>Provides project management support for information resource and technology initiatives; <LI>Directs the development, implementation and management of the IHS Information Technology Security program to protect the information resources of the IHS; <LI>Provides information technology services and support to IHS, Tribal, and Urban Indian health programs; <LI>Ensures accessibility to information technology services; <LI>Represents the IHS to, and enters into information technology agreements with, Federal, Tribal, state, and other organizations; and <LI>Participates in cross-cutting issues and processes including, but not limited to, emergency preparedness/security, budget formulation, Self-Determination issues, Tribal shares computations, and resolution of audit findings as may be needed and appropriate. </LI></UL> <P></P> <P><STRONG>SCOPE OF WORK</STRONG></P> <P>The scope of work for the contract will include performing services that support the implementation of the IHS IT Enterprise Performance Life Cycle project management initiative. Services tasked will involve activities on an individual project level and/or at a high level for IHS investments. Activities shall include project planning, project schedule development and tracking, requirements definition and management, scenario based test planning, earned value tracking, capital investment and control and documentation development (technical and non-technical). High level project management shall result in a roll up data from the individual projects to the respective OIT Program Office Investments. Individual projects or Investment level projects may involve subject matter related to software development, business case development, hardware/network projects, IT quality assurance or security and statistical planning analysis for an estimated 100+ projects a year.</P> <P></P> <P><STRONG>MAJOR DUTIES </STRONG></P> <P>The incumbent acts as a Business System Analyst (BSA) Intermediate in providing Resource and Patient Management System (RPMS) Support. </P> <P></P> <P>The incumbent is assigned primarily to the <STRONG>RPMS behavioral health-related projects</STRONG>. Specific duties include, but are not limited to, the following:</P> <P></P> <UL> <LI>Assist with the development of 508-compliant Word documents, PDF documents and PowerPoint slide presentations for RPMS behavioral health related projects for wide distribution to end-users, business owners, and other Tribal, Urban and Federal customers <LI>Assist with maintenance of the RPMS Integrated Behavioral Health Website in a manner that is consistent with the Department of Health and Human Services (DHHS) standards as communicated by the IHS Office of Information Technology (OIT) Web team <LI>Assist in the preparation of Enterprise Performance Lifecycle (EPLC) and Capital Planning and Investment Control (CIPIC) software project and investment documentation for RPMS BH-related projects <LI>Functional software requirements elicitation and documentation - work with formal and informal end-users groups to identify and document functional behavioral health requirements; enter and manage requirements in a software requirements management tool as defined by IHS (eg Serena Dimensions RM) <LI>Assistance with the coordination of the RPMS Behavioral Health (BH) Change Control Board (CCB) <LI>Analysis of other federal, state and commercial behavioral health and other software functionality <LI>Assistance with the identification, analysis and tracking of behavioral health-related change requests (CRs) to other RPMS applications, such as the Patient Care Component (PCC), the Electronic Health Record (EHR), the Clinical Reporting System (CRS), etc. <LI>Coordination of meetings with the Division of Behavioral Health (DBH) and others in support of project activities; follow-up on action items as assigned and documentation of meeting outcomes <LI>Assistance with the preparation of quarterly, annual and other reports for the RPMS behavioral health application business owners (DBH), RPMS Program Manager, Chief Information Officer and others as requested <LI>Analysis of RPMS Behavioral Health System (BHS) and PCC data exporting patterns and aggregate RPMS BH data <LI>Participation in RPMS Program Management Office (PMO) meetings and follow-up of action items as assigned in support of RPMS PMO objectives and projects <LI>Adjunct testing of software and other assistance as needed with various software development tasks throughout the development life cycle </LI></UL>Required Skills <P>This position, under general direction from the RPMS Behavioral Health Federal Lead, requires an individual who can has the ability to formulate and define systems scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements. This position requires experience with analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications and demonstrated experience with performing manual software testing, including creation of test plans, test cases, and executing the tests and evaluating the test results Competent to work at the highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment.
